Hotfix Q318138 disables VPN's.

There is a fix for this, give the group "users" write access to the following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E972-E325-11CE-BFC1-08002BE10318}

That should fix it.
