In XP you can't remove tcp/ip protocol, however if it becomes corrupt you can't fix it without a reinstall.

Microsoft recognizes this and so the following will reset tcp/ip as if it had just been reinstalled.
From a command prompt type the following:

netsh int ip reset resetlog.txt
