When you unbind NetBIOS, unlike in NT4 windows networking still continues to work. To totally disable it use the following procedure.
Install a no-op NIC (eg the lookback adapter), unbind Netbios (and everything else dangerous) from the normal NIC and bind it to the no-op one. This bypasses the usual maybe/maybe-not disabling and ensures it's really gone for good.
