With windows 2000 you can't download IE for installation on a different system for some stupid reason. Well it happens that there is a backdoor to the ie install program. Download the first part iesetup.exe then run it like this
ie5setup /C:"ie5wzd /S:""#e"" /D:1"
that should get the desired result
